PASS describes a received signal or your recorded observation. WARNING calls for another check. USER REVIEW REQUIRED means a measurement alone cannot decide. An unavailable API or denied permission does not establish hardware failure.
What this cannot tell you
Includes DNS, connection setup, TLS, server/CDN and browser overhead. This is not universal internet latency.
